Their published policy seems to allow J if a flight segment is > 9 hours or is cheaper. That's more reasonable than some implementations I've seen in Concur where it will flag if J is unapproved by the rules, even if a J fare is cheaper than the cheapest Y fare in the few cases where that happens.
