Yes, if you are a lounge pass holder like Alaska Lounge+, Admiral Club Membership, you do get arrival access!

I think that's the same for United Club. I had Turkish Airline Elite previously but can only access to departure/connection UC. Now without Star Alliance Gold membership, I use my United Club Membership card and it also gives access when arrival.

I guess OneWorld is the same way except for AA is still generous about it.
