"Passengers are expected to arrive at the screening checkpoint with plenty of time to get through pre-board screening."

Yes. The problem is we have no way of knowing what "plenty of time" is at YOW. Is it 10 minutes? Is it 30 minutes? It is an hour?

At any airport there will be extraordinary situations where you reasonably expect it to be 3-5 minutes and it becomes an hour. Maybe a machine is broken. Etc. But at YOW it is a bit too much like a roll of the dice.

I guess they would reply that "plenty of time" means *assume there will be no priority security of any kind, and it might be busy, and so it could take 30 to 45 minutes to clear security". That is probably safe. The problem is it's a ridiculous way to run an airport especially one whose main business is short domestic shuttles.

The other issue here is that priority screening is not just about time, it's about comfort. If you fly a lot shuffling along in a line for 15 minutes to get to screening is just more travel friction. Sure, it's a first world problem. But it is still annoying especially in winter when one probably is dragging around a winter coat in addition to carry on, etc.
