That is correct, as per the link to the Virgin website that Nick posted earlier.
Boston to London is 30,000 one way to upgrade from PE to UC in both standard season and peak season. Only a couple of areas charge more in peak season. That's because the underlying increased cost of the flight in the peak period (whether that be in points, or cash) is already factored in.
