Maybe the folks who claim to get tipsy on it don't handle alcohol well in general, and as such, drink very infrequently--and tend to drink sweet beverages like Bailey's when they do.

Reminded me of a bottle of candy corn whisky I got as a novelty. It tastes awful (and I happen to like candy corn) as it's a watered-down, 30% ABV bourbon with a ton of extra sugar and artificial flavor added. And if someone could actually swallow (and keep down) enough of it to get drunk, more power to them. Me, I might pour it to make a cocktail at Halloween for a guest who leans that way, but I'm not drinking it myself.
