AC isn't available during the winter months. Probably centrally disabled and all you were getting was fan cooling.
All of the folks outside look at me like I’m crazy for wearing shorts in the winter - but I have to get cool somehow with the lack of good AC. I remember Korean AC being poor earlier this year, as well, across the hotels I tried.
