Every Vistana property converts at a different rate to Club Points, so it depends on your source unit.
I was in Westin Resorts & Spa Cancun. They say the Mexico as a home resort has high value/demand but low cost (cheap Mexican labour). Does that mean it's lower cost to buy StarOptions with this as a home resort, or it's all the same? Is the conversion ratio from StarOptions to Club Points all the same, or does it depend on the home resort (i.e. what does 121,000 StarOptions covert to Club Points)?

This is definitely a timeshare but on a points system. You can get Platinum status if you buy 4,000 points but only maintain status as long as you own sufficient points (it is not lifetime in that sense.)
