Refundable for lower fare classes go back farther than three years. This was all about competing with WN. But yes, higher-fare classes are more likely to be refundable.
As far as DL L/U/T/X/V fares, I don't ever recall seeing such non-refundable fare filings on EF. That was definitely a post-Covid development. While the cheap WN WGA fares never had change fees, they were still non-refundable.
