I can't remember the last time I had carry on baggage weighed even by a budget airline (maybe 10 years ago?) but it just happened to me in DOH flying Y to BOS a couple days ago. It didn't happen at the checkin desk, but it happened going to immigration. The agent was very officious and the supervisor I appealed to even more so. I had absolutely no problem on three other legs on Qatar, but be advised that it can happen, especially in DOH.
Just flying out of BKK to LHR via DOH in Y and they said my 15kg weight across 2 bags was too much and as my check-in bags were already at their weight limit I would have to pay USD40/kg for the 8kg over. So I played the RyanAir game and put my coat on and stuffed my pockets with all my electronics to get the weight down to 9kg and they said that under 10kg was ok, no charge. I did see them at the gate weighing some hand luggage too. Must remember to get my wife so sew in a pocket to my jacket that will fit my laptop before flying QR again!
