This has been my experience flying domestically in Australia since it reopened post-pandemic, and Qantas appear to be in much the same state.

In that time period, VA have been perfectly happy to rebook me onto both Qantas and Jetstar metal, with a level of ease among even entry-level staff that suggests they do it an awful lot.
