I think the intent is folks that aren't putting bins in the overhead bin (or in some cases check at the gate) load faster. You get on, you put your bag under your seat, you sit down.
And then they get up two more times to let people in who sit in their aisle in the middle or window. And people try to rearrange/stack backpacks, coats, shopping bags, and other stuff in the overheads to somehow squeeze their rollaboard in
I am not really convinced that this scheme is materially better than any other. And of course it violates the promises made to elites and credit card holders.
