I haven't done it recently but I think the answer is yes for 1). I don't know about BAH, but I seem to remember that if you asked nicely you could even sometimes be charged in GBP for exEU flights (at the IATA rate of the day).
The answer is definitely yes for 2), all spend counts (as you point out, once converted back to GBP).
