The bigger issue in the Philippines is that the airlines are bigger and have more political influence that the regulator CAAP and the CAB. Their SOPS are fairly good but I really do not know why they do not implement it? The main issue is flight cancellation due to operational reasons which they say is safety as no crew etc. I think the CAB is going to come down on them a bit hard now as it has go out of control in the Philippines.
Well it's the same for any company of size in the Philippines - Security Bank for example violated their regulations and the regulator just seemed to think "it's not a biggie" and let it slide. But that's a whole other discussion.

5J have extended travel vouchers several times - I cannot remember the latest iteration. Have you logged in and checked the validity in your travel fund?
Personally, if they cancelled I would have gone for a refund and filed a chargeback for services not delivered if it was not forthcoming. Their fare being "non-refundable" means nothing if they failed to deliver the service.
