I've had a look at the Conditions of Carriage. From what I can see, it doesn't explicitly empower BA to downgrade passengers. The only option the CoC offers BA in this circumstance is a denial of boarding, which opens up all the usual remedies (including re-routing under comparable transport conditions, etc.). Maybe, one day, someone will test this out...

You don’t have to accept the downgrade but understandably for those going on holiday, if it is downgrade and arrive on time vs same cabin and arrive the following day (perhaps with a connection) then they might opt for the downgrade.
