Even if they do you'd have no right to hotel etc so wouldn't be an option for many people
I've had a look at the Conditions of Carriage. From what I can see, it doesn't explicitly empower BA to downgrade passengers. The only option the CoC offers BA in this circumstance is a denial of boarding, which opens up all the usual remedies (including re-routing under comparable transport conditions, etc.). Maybe, one day, someone will test this out...
3c7) We will accept each flight coupon in your ticket for transportation in the class of service on the date and flight for which you have a reservation unless you fail to meet the check-in and boarding requirements in clause 6 or we have to deny you boarding because of overbooking or we exercise our right to refuse to carry you under clause 5d3 or 7.
