So you are saying the same award price is not available for new bookings? How far out are flights? My guess is that it may be using original issue date for measuring advance purchase requirements and there is original booking class inventory. But when you are changing flights before departure on domestic fares, it is supposed to use reissue date to measure advance purchase requirements (it can only use original booking date to measure AP when changing flights after departure). So it is erroneously presenting an award which is not actually available for booking due to AP requirements.
