LUV vouchers are effectively gift certificates than can only be used to purchase Southwest flights; they have a voucher # and code # like any gift card that anyone can use as long as they have those numbers; they aren't assigned to anyone. But you can't buy additional gift cards with them, or anything else other than SW flights
You won't get RR points unless you use a SW Chase card
