RTW fares are filed based upon your departure city, As far as I know, UA and LH file identical fares -- certainly that's true for PDX and TYO, the two cities you have listed in your profile. However, they appear under different booking classes, so it's possible that the UA agent got confused somewhere along the line -- not all agents are familiar with the RTW tickets (in fact, I'd wager most are not). The actual per-carrier booking class is listed in the fare rules, but if didn't select the correct booking classes during the reservation process, I could imagine it failing to auto-price -- or pricing into the next highest RTW fare, perhaps.

If you want 016 stock, I'd try HUCA.
