I used to regularly take SW points for each National rental and my account was set to get SW points for each rental. However, a few months ago (maybe a year ago?) each time I made a reservation I would get a pop-up saying SW points was not an option "for this rental". Not sure what changed but now I just always get National credit rather than SW points credit. In the end, I am ok with getting National credit instead so I didn't explore the issue further or make a stink about it.
