Yeah that's surely the intent of the rule and it would really be quite an unbelievably absurd argument to make (and I'm not claiming they are). That being said, AC eating nearly $200 in additional taxes on every eUpped ticket out of London is nearly equally as unbelievable, so it made me wonder.
