Posting a data point/experience.
Many thanks to mrkymark for the detailed and excellent guide.

Day 0: Long Credit History, Very High Score, Existing Chase Personal and Business Cards. Applied online for United Quest, no immediate approval: "In Review...7 to 10 days.." No email received. Logged in to Chase portal. No Application status, no new card. Later called 888-338-2586 - automated message confirmed receipt of application. "would be notified in writing of decision in 2 weeks"
Day 1: Logged in to Chase portal. No Application status, no new card. Called (888) 270-2127 - "...7-10 business days)"
Day 2: Called 888-338-2586 - automated message back to "...2 weeks".
Then called (888) 609-7805 - automated message "...7-10 days". Called again. This time chose to talk to rep.
Agent1 verified name, address, and repeated automated message. I asked whether I can provide additional information or upload documents. Agent1 replied not required...would get communication in writing in 7-10 days. Politely asked to be transferred to credit analyst. Agent1 declined and asked why. I explained that I would like to charge my upcoming holiday shopping to the new card. She said she needs to consult her team and put me on hold. Then I heard Agent1 talking to new Agent2.
Agent2 asked Agent1 whether customer is authenticated. Agent1 replied yes and that customer is on the line. Agent2 said "put him on". At this point Agent1 thanked me and signed off and Agent2 greeted me. Then asked for income, rent or own, mortgage amount, then brief hold. Then came back and offered to move some of the credit lines from a couple of cards. I agreed and was approved.
Checked on Chase portal. New Quest Card appears. Received approval email. Now waiting for physical card.

Day2 total phone time: 15 minutes
Day0-Day2 application to approval: 47 hours.
