I'm not sure the booking fees are listed as "non refundable" now? I have cancelled 5 or 6 avios tickets since these fees were introduced and always received a full refund of both cash and avios paid (most recent was October).

If you are not on a QRPC membership tier where the $25 is waived then that will be deducted. But I recall several reports here of people having the booking fees refunded. I don't think that is tier related but happy to be corrected if someone else has recent direct experience.

EDIT - I just made a dummy booking and the booking fee does still say non-refundable. But that has not been my experience so perhaps it is tier related?
