Where it would be very logical to immediately blame the Malaysia (low) standards, in this case it might be less straight forward.
Singapore citizens do not need to complete the MDAC. So technically a Singapore citizen does not need immigration clearance to get into their own country (singapore) and the bullet point could somehow try to to show they are therefore exempt. It is strange as it is a very simple form and in Singapore everyone just needs to complete it, even citizens.
Me as a Singapore PR will still need to complete the MDAC. But then it does not seem to enable a lot of “tracking” of tourists besides arrival and departure.
