It's sadly not very well organized. To actually get to the rental car drop off location is more 'challenging' than the old location. It is reasonably well signposted though. Not perfect, but okay.
The parking garage is HUGE; Enterprise is on the second level and well sign posted, but quite the haul to get to it.

After drop off, there's a decently long walk to the Airtrain to get to Terminal C.
Maybe because it's early, or maybe because it's EWR, but there's a bus instead of the Airtrain.
The bus first drives back in the exact direction you just walked from - hard to fathom why they couldn't make the bus stop at the location where the long walk down the hallway originated??? Oh well.

If it were daylight the bus ride could qualify as a EWR Sightseeing Tour, as it first goes past Terminal A, then for some strange and unknown reason can't catch the main road that leads past (old terminal A, then) Terminal B, to Terminal C, but instead has to make a complete 360° loop around an inner road (where the Marriott is) to catch up with the proper, main road.
Stop at Terminal B, stop at Terminal C.

It worked out just fine, but dang, this is so "EWR"!

I long for the good 'ol days where you could easily walk from Rental Cars to all three Terminals.

There's just not enough gifted ROLEX's in the world that could justify this abomination! 😀
All of it can be explained by the failure of the PANYNJ to actually award bids and get the AirTrain replacement underway.
Entire project was supposed to be done by now. Hasn't even been designed & awarded, let alone ground broken.
