You're right that #3 and #4 are unreasonable since they want breakage.

I'm happy top-off is offered and not suggesting they change it.

However #1 is feasible and reasonable. Is it really impossible to issue a 54-week or 56-week certificate instead of 52? It would be in the spirit of the FNA since practically speaking, you don't really get the whole year as advertised.

I don't know if #2 is unfeasible, but it seems reasonable. It would not change effective breakage, since you can achieve it today by canceling and re-applying at the right time. Offering this would lessen the chance someone leaves Marriott in the hiatus. If you opened a card 10+ years ago with a cemented anniversary date, this is the only option to fix it.
