Bottom right corner of the page. But when I tried to use them for a retention offer or product change on my wife's PR card yesterday, they told me that I had to call.
Sadly, there was no retention offer this year. Last year, they waived the annual fee, which was completely unexpected. So I did a product conversion to the Customized Cash Card, since I can always use another one of those.
