This is already changed and implemented on UA's end. An NDC booking is a UA booking and all UA policies apply to them. Even with NDC the agency can't process the residual but it can be done via any UA channel and will issue. The only hold up at this point is agencies not switching to NDC.

They do continuous pricing on international fares. Basically any fare component on entirely UA metal is eligible to be continuous priced at this point, but just because it is eligible for continuous pricing doesn't mean it necessarily has to be continuously priced. The whole point of the pricing model is to better match fares to market demand, which means at times they will still offer the published fare at the published price point if their pricing algorithm suggests that is the market demand.
