Airlines are required to allow either a 24-hour fee-free hold, or a full refund within 24 hours of purchases. Agents are not, but many do.
Have not seen the particulars for Chase Travel recently, but at least in the past (definitely prior to.CXLoyalty running the site - maybe it’s changed now, maybe not), you had until midnight the next day (MT, I think) to cancel. I also seem to remember the weekends didn’t count, so making a booking on a Friday actually gave you until Monday to cancel. Check online - it should give you this information before you book (if they still have it).

I believe SQ limits fares available in US point of sale for regional flights, at least in many cases. So very possible this is occurring - booking through SQ will give you a Thai point of sale as airlines almost all use the origin city as the point of sale for a ticket. So an agent can’t change Thai - they can only book what SQ makes available in the market. Any US-base agent probably will yield the same price.
Seen this a lot with TG for India-Thailand flights, where looking at booking in USD via any agent here would yield a Y fare (so yeah, very expensive), while booking through an Indian OTA or TG directly would yield some of the lowest fare classes. Essentially, they are betting that US-based travelers have more $ to spend than locals, and so they try to capitalize on it
