Arrived on CI12 TPE-JFK on Saturday, bussed from the tarmac to CBP, which drops you off at the far end of the hall from the GE lane.
There was an employee standing there letting people know "no passports needed, just let it take a picture of your face".
At the CBP desk I said "I have food items to declare" and held out a post-it note I had written in advance and the agent instantly replied "you're good" without even reading it /shrug
