China Airlines bassinet policy

I have an upcoming flight with CI soon and will be travelling with an infant (9 months old). He is pretty close to the limits for the bassinet, but still within the stated limits. Unsure whether he will be over the limit by the time of the flight, as he is growing like crazy now.

I called CI to book the bassinet seat, and that was fine, but at the end of the call, the agent said that if the baby is over the limits at the time of the flight, we will either be asked to move seats or pay for the bulkhead seats. My assumption was that if he was over the limit at the time, they would simply just let us sit there but not use the bassinet.

It seems quite petty to state something like this. How would they even enforce it, are they going to make me lay the baby down on the weighing scales and then get out the tape measure? It's not like I am trying to sneak a 3 year old into the bassinet or something, he is legitimately eligible for the bassinet at the moment.
