On JAL, when the seatbelt light goes on, EVERYTHING STOPS, EVERYONE MUST SIT, including the FA's. And it's rigorously enforced.

We reason that's why it's turned on infrequently.

We've hit some pretty big air movements, over a long time, and surprisingly, the light never came on.
