Technically,
It would be feasible possible to stay only on award nights to achieve RA,
provided one spends a lot on extras of hotel services that generate for EQP,
i do mean really a lot of €$¥€$.....
However if half of your total bookings are on the award flash sales
(assuming on last year temporary notorious 40.000 / 18.000 pts hack)
and still don't meet the expenditure criteria,
I get it that IHG will flag the account as professional picknicker ....
so not the best reputation for RA....

PS: i always hammer on RA qualification criteria of tenure,
maybe in this case the "reputation " aspect impacted the tenure criteria
