I believe the Royal Park Hotel used to have a transit (airside) section but it was obviously closed during the pandemic and it looks like it has not re-opened.

In addition to the Royal Park there are Villa Fontaine Grand (linked to T3) and Haneda Excel Hotel Tokyu (linked to T2) but they both appear to be more expensive than the Royal Park.
