Planning to visit Istanbul and will have Wi-Fi access through my US provider (Google Fi). Have heard that Uber is not officially allowed in Istanbul and also heard that the local provider Bitaksi has a terrible reputation and that it may be difficult to install it without a local number - is that correct?

What do foreigners who do not speak Turkish do about conveyance while visiting Istanbul?

My problem is worse since I have a handicapped travel companion with me.

Any suggestions / ideas would be appreciated.
