Technically and unfortunately, the APEC card is indicated for individual use only. So no colleagues or family members. Japan also has the most restrictions on its use, only for business travel to Japan and not even for international transit (like changing airports or connecting overnight) on a business trip to another country. I check this chart when I am not traveling on business because I would hate to lose the card. When I initially applied the CBP agent warned me against using the card in any way it is not allowed. He explained that border agents in any country have the right to confiscate the card if it is presented for entry inappropriately and he was dealing with several such cases trying to get them re-issued.

I had not heard of this so it was news to me. So just be aware.
