I try to find the answer from the website but all it mentions just limited to elite members of their own loyalty program.
What do you mean by basic fare?

Seat is just seat not check bagged. Just one carryon item <=7kg.

Seat+Bag will give you a checked bag and a plus one additional checked bag for being gold. For a total of 2 checked bags <=23kg each. Plus one 7kg carryon item.
