Bilt Rewards is not a Wells Fargo program, they are simply the current card issuer for the Bilt Alliance. I doubt there is anything in their contract which blocks offering similar rewards through other cards. American Express and Chase issue cards for Marriott, and Marriott operates a transfer program, but both issuers also operate their own transfer program to airlines and hotel chains, including competitors of Marriott.
