I have access to Sabre, so I can see what booking codes are available for sale on a given flight. Expert Flyer might also have access to Frontier inventory.

I've not done much additional work on this, but it does seem like availability may be improving for pass travel from a few recent searches I did where regular fares were quite high ($100-150 o/w) and pass travel was permitted.
