When you exit the customs hall, go to the right; the baggage drop off desks are right there. There should be a "connections/transfers" sign directing you there. Going to the left will take you to the street.

Yes. It is quite close, less than a five-minute walk. Every arriving international passenger must clear TSA security before going back airside.
