When they say "one way isn't permitted", they mean "you're not allowed to book an EV 1-way". I've rented many times one-way (sometimes booked that way, other times changed the return mid-rental after plans changed) where I was "upgraded" from full size to an EV. Never an issue at drop-off. Note, I never get assigned an EV without asking, but I ask anytime I can as I love them.
