BOM to LAX won't work either, it will have to be LAX to BOM to qualify. AMEX do capture these effectively, so it will need to be booked from a US departure point and be in USD.

If you are booking ex-US and the website isn't giving you USD pricing, then you will need to use the US call centre to make the reservation that way.
