Ha! I did have a similar thought on this. Perhaps it’s more common than realised and businesses are getting away with offering Avios at point of sale and then revoking it after a certain time, but I’m making a wild assumption!

The person who I suspect would be interested in investigating this would be Martin Lewis here in the U.K. but it’s possibly not a pressing enough issue for him considering other economic issues people are facing. He led other campaigns such as mis-sold PPI.
