ANA shows award availability when I try to book for myself. I have no status.

But availability disappeared when I tried to book for someone else.

I tried over and over again. It seems to me that ANA offers more award availability to its members. More than released to Star Alliance partners.

But if I use ANA miles to book for someone else, it's based on availability to Star Alliance partners which is less than awards released to ANA members.

Why? This is very odd.
