Not sure if there is more to the story that you haven't shared or what, but I've literally never heard of anyone being in pop-up jail for "several years." I mean the antidote to pop-up jail is pretty well understood; spend money on your cards and you generally get out of jail. If not, I suspect there is something else going on here.

I have sort of been in pop-up jail for many years. If I have applied using referral links and public links, I have gotten the pop-up. However, targeted links (like the ones Amex seems to consistently do for Delta cards, and the Hilton Seeking Summer offer in spring 2023) and targeted NLL offers have been successful, and there have been enough of those recently to be in good shape overall.
