Yes - you declare when you go to passport control. Our pilot laid it all out in excruciating detail - no paper forms (generally) and you declare when they check your passport (through whatever mechanism). It’s one stage now not two. I assume if you had contraband in checked luggage they would pull you aside when you claim it (if not before).
