Sounds similar to my flight AS33 on September 10th where it was 4 hours late and then sat on the tarmac for almost 3 hours. Arrived 5:47 hours later to SFO. Got a snack pass through but no PDB.
That 3 hr tarmac delay is unacceptable, was it departure or arrival? U.S. definitely need an EU 261 equivalent, it's been long due.
