It's actually not uncommon for redemption partners to do that. Here's another option, I know it might not be feasible but do you have any krisflyer miles? You could redeem LAX-NRT with krisflyer then NRT-SIN with Aeroplan.
Also, another point to add, since ANA is currently not loaded on the Aeroplan system. It's possible people are booking up the LAX-NRT routes as an alternative. Japan has been quite "busy" for travel since the beginning of this year.
