For example, a hotel as the following room/suite types:
Standard Room
Deluxe Room
Grand Deluxe Room
Junior Suite
Standard Suite
Deluxe Suite
Grand Deluxe Suite
Specialty Suite (at hotel's discretion)
The highest upgrade possible would be as follows:
Original type booked --> Highest possible upgrade
Standard Room --> Junior Suite
Deluxe Room --> Standard Suite
Grand Deluxe Room --> Deluxe Suite
Junior Suite --> Grand Deluxe Suite
Standard Suite --> Specialty Suite
Deluxe Suite --> Specialty Suite
Grand Deluxe Suite --> Specialty Suite
Specialty Suite (no further upgrade)

Nice idea but don't hold your breath.
St Regis BKK has already been doing this for years.
Example - SNA max to a Met suite
book a grand met suite receive a CA suite
CA suite receive St Regis suite
ST Regis receive Astor suite
