If you fly with PAL "comfort class" (AKA Premium Economy) I believe it includes lounge access in Cebu now. Have you checked the fare difference with Comfort Class?

But if in Economy I would choose Cebu Pacific and keep the money.

Have you checked Royal Air or other charter airlines (via skyscanner)? I know they fly that sector sometimes as well.
