Well actually failing to offer the elite welcome gift is grounds for comp under Bonvoy T&C.
My experience recently is that Marriott FDA, particularly at lower tier properties, will frequently forget to offer a choice. I think this is largely due to many new hires and poor training. I just let them know what I want.

There's absolutely nothing "high tier" about a RI. Expect meh service and you won't be disappointed. I do agree that stuff in the room should work (and the room should be clean).
